獨攬IPP同意函大權地方卡關如魔王

〔記者林菁樺／台北報導〕二○二五年起，台電對民營電廠（ＩＰＰ）的投標門檻放寬，被視為「大魔王」的環評與地方同意函可「之後補件」。不過，地方同意函是由各縣市獨攬大權，像中市府開出「中火綁中佳」條件，要求民間業者需讓台電先同意燃煤除役，這讓業者有苦難言，學者也批評中市府此舉是讓經濟開倒車。
